Born Filaret Iljich Galchev on 26 May 1963 in Village of Tarson, Russia, he is the Chairman of the board of directors of Eurocement Holding AG, Russia's largest cement producer. In 1991, Galchev graduated from the Moscow State Mining University. Having dedicated lots of years to coal industry, Galchev held executive positions within the industry's biggest companies such as Rosuglesbyt, International Trading House of Mining Industry, Krasnoyarsk Coal Company and Russian Coal.

He founded Eurocement Holding AG in 2002, by joining 16 cement plants in Russia, Ukraine and Uzbekistan, and have gradually turned the company in one of the world's largest producers of cement. In 1998, Galchev finished his doctoral dissertation, and in 2004, he became a professor at the Department of Economics and Mining Planning at Moscow State Mining University. Furthermore, Galchev is a member of Mining Academy and a member of the International Energy Academy. He is also an author of more than 22 scientific papers, and two books (Coal Marketing in Russia and Acute Issues of Mining Economy), as well as he has won many prestigious awards in his scientific field.
