Andrei Skoch is a Russian businessman who has a net worth of $8.7 billion. Having acquired his first billion by the age of forty, Andrei Skoch is one of the richest Russian billionaires today. He is regarded to be the richest member of the Russian parliament. Born on January 30, 1966 in Nikolsky near Moscow, he earned a PhD from the Moscow State Pedagogical University from Lenin's psychology department in 1988. Upon graduation, Skoch started to work for Moscow's MontazhSpetsBank before joining billionaire Alisher Usmanov's metallurgical business along with Vasily Anisimov. It was in 1999 that the trio established a Russian mining and metallurgy company specializing in the manufacture of steel named Metalloinvest Management Company LLC.

As largest stakeholder comes Alisher Usmanov with 50% of shares, who is followed by Andrei Skoch (30%), and Vasily Anisimov (20%). Away from his daily duties, he sponsors a literary competition for young authors called Debut, as well as he is erecting a memorial to fallen Russian soldiers in Port Arthur (Lyushun, China), the site of the bloodiest battles of the Russo-Japanese war of 1904-1905.
