As a player he was a linebacker at the University of Houston where he held the school's record for career assisted tackles. Phillips started his coaching career as a graduate assistant at the University of Houston in 1969. From 1970 to 1972 he was a defensive coordinator for Lutcher Stark High School. Phillips was the linebackers coach at Oklahoma State University from 1973 to 1974. He was the defensive line coach at the University of Kansas in 1975 and had the same job for the NFL's Houston Oilers from 1976 to 1980. Phillips was the defensive coordinator for the New Orleans Saints from 1981 to 1985 and served as interim head coach in 1985.
