Description

Police used an 1845 law to arrest protesters demonstrating on Wall Street against big banks. The law bans groups of people from wearing masks in public. It was passed before the Civil War to protect landlords against protests by farmers. It was used more recently to stop marches by the Ku Klux Klan. Tim Minton says criminals who cratered the economy have yet to be unmasked.
