Vladimir Scherbakov is a Russian businessman who has a net worth of $1.6 billion. Vladimir Scherbakov managed to build a brilliant career and an abundant fortune at the end of the Soviet era. In 1990, Scherbakov who was forty at the time became the first deputy prime minister of the USSR and head of its economic planning agency, Gosplan.
Right after the collapse of the Soviet Union in 1991, he established the International Investment and Privatization Fund, thus assisting the process of privatization of Russian companies and enterprises based in other former USSR's republics. By the mid-1990s, he set up Avtotor Holding, which assembles foreign cars in the special economic zone Kaliningrad oblast that offers numerous tax benefits.
