Vadim Moshkovich is a Russian businessman who has a net worth of $1.1 billion. Vadim Moshkovich started to build his fortune in the 1990s by reselling oil, vodka and apartments. Next, he invested all of his earnings into land. Eventually, he set up the agro-industrial holding company Rusagro, which is now regarded to be one of the largest producers of sugar in Russia. By 2005, he bought a land near Moscow that he used for construction of a massive residential and retail development.

Moshkovich's initial plan was to build new government buildings on his land in a "New Moscow" development. But after Medvedev and Putin switched jobs at the top of Russia's government, the plan was abandoned. Business aside, Moshkovich serves in Russia's Federation Council, the upper house of Russia's parliament. In March of 2013, he gave over 700 acres of land (estimated at more than $60 million) to the city of Moscow.
